Success in deterring, preventing, preparing for, and responding to a bombing
incident involving conventional or non-conventional explosives at a school relies
on the establishment and maintenance of a robust crisis and consequence
management infrastructure. Emergency responders must be adequately trained,
equipped, exercised, and funded in order to ensure their ability to effectively
respond to and conduct relief and recovery operations as part of an interagency
